It does little for the shortage facing industry in West Java, where demand exceeds regulated-price supply by about 1,100 MMSCFD.

The cut came three days after statements by the President and the Energy Minister linking energy exports to national “survival” and to countries that “disrespect” Indonesia, during a regional dispute over forest fire haze.

Singapore’s exposure is manageable, since pipeline gas from Malaysia and Indonesia supplies about 40% of its gas and no single country supplies more than 30%.

The main investor risk lies upstream. Mixing export policy with diplomacy raises uncertainty for gas projects that depend on export markets to justify investment.

The news

Indonesia’s upstream regulator SKK Migas reduced gas exports to Singapore by 31 billion British thermal units per day (BBTUD), effective Saturday, 24 October 2026. SKK Migas head Djoko Siswanto said 15 BBTUD comes from Natuna and 16 BBTUD from Sumatra, including gas from the Jambi Merang working area. He said only Singapore is affected because the export pipelines from these areas connect only to Singapore, and that SKK Migas will monitor flows daily. He cited Article 8(1) of the Oil and Gas Law, which gives priority to domestic use of natural gas.

The cut followed statements on 21 and 22 October by Bahlil Lahadalia, Coordinating Minister for Downstreaming and Energy and Minister of Energy and Mineral Resources. He said Indonesia is in “survival mode”, that he is considering not renewing gas export contracts with neighbouring countries, and that the current split of about 30% exports and 70% domestic use will be reviewed to support petrochemical downstreaming. He also said Indonesia would evaluate energy export contracts with countries that do not respect it. Natuna gas is now routed to PLN Batam through the West Natuna Transportation System and Pemping Island, while the Sumatra volume had been sent through the Transgasindo pipeline.

Scale of the cut

The reduction is modest in volume. In May 2025, SKK Migas reported total pipeline exports to Singapore of 200 MMSCFD and said it would shift 25 MMSCFD of Sumatra gas to Batam while replacing it with Natuna gas, keeping total exports unchanged. If flows remained near that level, the October 2026 cut removes about 15% of pipeline supply to Singapore. Unlike the 2025 swap, this cut reduces the total exported volume.

The cut is also small relative to Indonesia’s overall gas trade. Bahlil cited exports at about 30% of national gas production. BPS data put Singapore as the third-largest destination for Indonesian gas in 2025, at about 3.2 million tonnes, after Japan and China. Existing pipeline contracts with Singapore expire at the end of 2028, after a five-year extension agreed in 2022 that already reduced volumes from the earlier contract.

Where the gas goes and what it fixes

The diverted gas serves electricity in Batam and the Riau Islands, which have a pipeline link to Natuna and Sumatra supply. SKK Migas said the aim is to keep domestic gas supply for power reliable. This addresses a local need, but it does not reach the larger shortage in Java’s industrial belt.

Industrial users face a much larger gap. The Ministry of Industry estimates industrial gas demand at about 2,700 MMSCFD, while supply at the regulated price for specific industries (HGBT) is about 1,600 MMSCFD. Since 14 September 2026, PGN has limited deliveries in West Java to about 78% of contracted volume, citing natural decline, maintenance and operational conditions at upstream sources. The ceramics industry has reported production cuts of up to 50%. The 31 BBTUD diverted from Singapore equals about 3% of the 1,100 MMSCFD industrial gap and is not physically routed to West Java.

The regional mismatch reflects infrastructure. Gas from Natuna and from Sumatra fields supplying Singapore travels through pipelines built for export, with domestic offtake points in Batam, Bintan and Sumatra. Industrial demand is concentrated in West Java and East Java, which depend on other fields, on pipelines operated by PGN and on LNG regasification. Reallocating export gas therefore helps the regions along the export route and does not directly ease shortages elsewhere unless additional pipeline or LNG capacity is used.

The price structure explains part of the shortage. HGBT is set at USD6.5/MMBtu for feedstock and USD7/MMBtu for fuel, while gas from LNG regasification used to fill gaps costs about USD20/MMBtu. Producers and distributors have limited incentive to supply regulated-price buyers when alternative outlets pay more. Redirecting a small export volume does not change that incentive.

Fiscal and commercial impact

The financial effect depends on the price gap between the export contract and the domestic buyer. Export contract prices to Singapore are not public. As a sensitivity, 31 BBTUD equals about 11.3 million MMBtu a year. Every USD1/MMBtu difference between the export price and the domestic price therefore changes gross sales revenue by about USD11.3 million a year, shared between the state and the production sharing contractors. If domestic gas is sold to PLN Batam at a lower price than the export contract, state revenue and contractor revenue both decline. If it replaces LNG imports that cost around USD20/MMBtu, the net effect for the economy may be positive.

The macroeconomic context matters. BPS recorded an oil and gas trade deficit of USD12.28 billion in January to May 2026, with oil and gas imports up 27.89% year on year. Lower gas exports reduce foreign exchange earnings, while lower LNG imports save foreign exchange. The net effect on the trade balance from 31 BBTUD is small either way.

Annual gross revenue effect of 31 BBTUD by price gap (USD million)

Export price minus domestic price

Annual revenue effect

USD1/MMBtu

11.3

USD3/MMBtu

33.9

USD5/MMBtu

56.6

These are illustrative calculations that assume BBTUD figures equal MMBtu and constant flows for a full year. They do not reflect actual contract prices, which have not been disclosed.

Contract and legal position

The legal basis for a mid-term reduction has not been explained. SKK Migas cited the domestic priority clause in the Oil and Gas Law. It did not state whether the cut falls within volume flexibility allowed under the existing sale agreements, whether buyers agreed, or whether any compensation applies. Buyers under the Singapore pipeline contracts include Gas Supply Pte Ltd for Corridor block gas and Sembcorp Gas for West Natuna gas.

A related shift is visible in new supply. In September 2024, Sembcorp Gas signed an 11-year agreement for gas from the Mako field in the Duyung block, West Natuna, with deliveries expected from 2026. By May 2026, the operator was describing Mako gas as going to the Indonesian domestic market through the West Natuna pipeline and a spur to Pemping Island being built by PLN’s subsidiary, with first gas planned for the fourth quarter of 2027. Public sources do not explain how the Sembcorp agreement was treated. The case suggests that domestic allocation is already taking priority over export commitments for new supply.

Political context

The timing links energy trade with a regional diplomatic dispute. On 21 October, President Prabowo Subianto criticised countries that “insult” Indonesia over forest fire haze, said many corporations bear responsibility for the fires, and promised to reveal the companies involved. Haze has affected air quality in Indonesia, Malaysia, Singapore and Timor-Leste, and the monitor Nusantara Atlas estimates more than 1.9 million hectares burned in the nine months to September. Bahlil’s remarks about countries that “disrespect” Indonesia came the next day. No Indonesian official has named Singapore as the target, and Singapore had not issued an official response in the sources reviewed.

Domestic politics also plays a role. The “survival mode” framing accompanied a presidential order for budget austerity, and gas shortages for manufacturers have become a public issue, with industry groups warning of layoffs affecting about 55,000 workers. A visible cut to exports signals action on domestic supply, even though the volume is small and goes mainly to Batam.

Impact on Singapore

Singapore relies on natural gas for about 95% of its electricity. According to its Energy Market Authority, pipeline gas from Malaysia and Indonesia supplies about 40% of its natural gas, and LNG supplies close to 60%. Singapore’s government told Parliament in 2023 that no single country supplied more than 30% of its gas imports. A second LNG terminal is under construction, and Singapore GasCo was set up in 2025 to centralise gas procurement for the power sector.

A cut of 31 BBTUD can be replaced with LNG, at a higher cost that depends on spot prices. The larger question for Singapore is whether pipeline contracts are renewed after 2028. If they are not, Singapore would need to contract roughly 200 MMSCFD of replacement LNG, which would raise its exposure to global LNG prices.

Singapore has dealt with Indonesian supply shortfalls before. In October 2021, its Energy Market Authority introduced standby fuel facilities, stricter fuel contracting rules for generation companies and powers to direct generation, after upstream production problems at the West Natuna field and lower gas pressure from South Sumatra coincided with high global gas prices. These tools reduce the risk of power disruption. They also mean that Singapore’s response to further cuts is likely to be faster diversification toward LNG, which would weaken Indonesia’s bargaining position in any renewal talks after 2028.

Scenarios for the 2028 contract expiry

The current cut is best read as an early move ahead of the 2028 decision. Three outcomes are plausible, and each has different consequences for producers, buyers and the state budget.

Scenario

Description

Main effects

Renewal at lower volume

Contracts extended after 2028 with further reductions and a domestic priority clause, as in the 2022 extension.

Export revenue continues at a lower level; Singapore adds LNG gradually; producers keep a foreign buyer for part of output.

Non-renewal

Pipeline exports end in 2028 and all volumes are allocated to domestic buyers.

Singapore must contract about 200 MMSCFD of LNG; producers depend on domestic buyers at regulated or negotiated prices; state revenue depends on domestic price levels.

Further cuts before 2028

Additional reductions under existing contracts, linked to domestic shortages or diplomatic tension.

Higher contract and reputational risk; possible disputes with buyers; higher risk premium on Indonesian gas assets.

The pattern since 2022 points toward the first or second scenario. Each step so far has reduced export volumes, and new supply such as Mako is now described as going to the domestic market. The third scenario carries the largest cost for investors, because it would show that volumes under signed contracts can be reduced at short notice.

Implications for upstream investment

The direct cost of this cut is small, while the policy signal is significant. Indonesia needs large upstream investment to reverse the decline in gas output, and several new developments depend on export sales or export-linked prices to reach investment decisions. Statements tying export contracts to diplomatic respect, combined with regulated domestic prices well below LNG import costs, raise the risk that future export allocations can be reduced for non-commercial reasons.

The risk falls unevenly across the sector. Producers selling under existing export contracts face lower volumes or a shift to domestic buyers at prices that may be lower. Developers of new fields face uncertainty over whether future export allocations will be honoured, which matters most for large offshore discoveries whose economics depend partly on LNG sales. Domestic buyers, including PLN and industrial users, benefit from more supply only where pipelines connect them to the redirected gas. Lenders and equity investors will price this uncertainty into the cost of capital for Indonesian gas projects, which in turn affects how much new supply reaches the domestic market in the long run.

Investors should watch four things. First, whether the government publishes the legal and contractual basis for the cut and any compensation to contractors or buyers. Second, whether the review of the 30% export share leads to formal changes in domestic market obligation rules. Third, the decision on pipeline contracts expiring at the end of 2028. Fourth, whether domestic gas prices are adjusted so that supplying the domestic market is commercially attractive. A clear and stable allocation rule would reduce uncertainty more than case-by-case cuts.

Sources

detikFinance, RI Pangkas Ekspor Gas ke Singapura Mulai Hari Ini (24 Oct 2026)

CNBC Indonesia, Tok!
